Eusebius says that at that time also in the church of Antioch, Theophilus was well known as the sixth from the apostles, and then explains his own arithmetic: Cornelius, who succeeded Hero, was the fourth, and after him Eros, the fifth in order, had held the office of bishop. The received list this dataset follows counts from Peter and therefore makes Theophilus seventh — a clean offset of one, not a disagreement about who held the see or in what order. The ordinal here is left at 7 and the discrepancy is recorded rather than resolved, because office-ordinals.csv is sourced to the received list and renumbering it on Eusebius' authority would silently re-found the whole line. Of Eros, his predecessor, Eusebius gives the name and the position and nothing else at all, which is what most of this succession looks like at this depth.
