The charge is the first sentence of the first letter — as I urged you when I was going to Macedonia, remain at Ephesus, that you may charge certain persons not to teach any different doctrine. Eusebius records him as the first to receive the episcopate of the parish in Ephesus (HE 3.4). What makes the posting matter beyond Timothy is that the two letters written to him in it are the earliest detailed account anyone has of the ordinary running of a church — how elders are chosen and paid, who may be enrolled as a widow, what to do with an accusation against a presbyter, and how a young man is to carry authority over people older than himself. The dataset held the see and not the charge that created it.
