Cyprian to Cornelius of Rome, complaining that his African opponents had sailed to Rome with their case. Read beside his own book On the Unity, where the episcopate is one and each bishop holds it whole, the sentence describes where unity is SEEN rather than where it is governed — which is why the same words have been read in two ways for seventeen centuries.
